Does every Linux distro come with a generic “config” command?

I’ve been using Linux for more than 20 years now and I’ve never heard of it. This should already answer your question.

Arch Linux doesn’t have a generic config command. Manjaro doesn’t either. And I’ve never used it either on Ubuntu or back in the ’90s on SuSE.

Most of the config files on Linux are actually average text files. Everything else are mere tools to make the life of users and admins easier. So, basically there is no need for a command like this. It’s mere convenience.
